So, David Cameron wants to be able to shut down of censor social networks "because they are used to coordinate riots". Not only is this like shutting down the telephone system - which can be used for that, and espionage, and many other things - but it's quite recently the case that he was praising the protesters of the Arab Spring, some of which he is still backing with military force. I'm not equating these politically, but technology doesn't care what you use it for, and I'm pretty sure you can't design a system that can be used for protesting against oppression, but not for coordinating a riot: the requirements look to be much the same.
